申请出国留学，应具备以下四项基本条件：
1、有一定标准的外语水平；

支持我国公民自费留学的主要政策是：
1、中等学校毕业生、在校自费大学毕业生申请自费出国留学，可持有关证明材料直接到户籍所在地公安机关办理自费出国留学手续。
2、大专以上的公费在校学生和公费培训的大专以上学历人员（包括归国华侨、国外华侨、香港、澳门、台湾同胞和外籍华人的直系、非直系眷属）在国内服务一定年限或偿还高等教育费后均可申请自费出国留学。
3、为鼓励在国内攻读博士学位，对博士毕业研究生自费出国做博士后研究不收取高等教育培养费。
4、大专以上的公费在校生和公费培养而未完成服务年限的，具有大专以上学历的人员申请自费出国留学，偿还的高等教育培养费分别由最后就读学校或省、自治区、直辖市教委（高教局）收取，收费标准由国家教育委员会根据实际提供的培训费确定。收取的高等教育培养费全部用于发展高等教育事业和支持留学回国人员开展工作。所在单位不得对自费出国留学人员重复收费。
5、大专以上的公费在校学生和公费培养的具有大专以上学历的人员申请自费出国留学，经省、自治区、直辖市教委（高教局）审核并取得有关证明后，到户籍所在地公安机关办理自费出国留学手续。
6、在校大专以上学生申请自费出国留学，在出国前所在学校应保留其学籍一年。在职人员申请出国留学，其公职等问题由所在单位自行处理的外汇，并可在购买出国机票时享受优惠。
8、国家鼓励自费出国留学人员完成学业后回国工作。用人单位对自费留学回国人员应与公费留学回国人员同样对待，按双向选择的原则录用，并为他们提供必要的工作和生活条件。
